Who should write the technical specification?

It is in the institution's interest for the specification to be written by a party independent of whoever hopes to win the work; otherwise it ends up shaped around one manufacturer's product features and competition narrows. Because we work brand-independently, we write specifications that define the requirement without pointing at a specific manufacturer, and we act as the institution's technical advisor through the tender.

What happens after final acceptance?

For us the completed installation is the beginning, not the end. After final acceptance we recommend bringing the system under a scheduled maintenance agreement: pre-session checks on the voting units, pre-meeting tests on the interpretation systems and an annual general service all fall within that scope. The system then stays at the performance it was handed over with.
